In a compact shower, yes. It takes a pump bottle and a soap, which for most single-user showers is all that is in daily use. Where it earns its place is the walls that are too narrow for anything else, which otherwise stay empty.
That is one of the better ways to use them. Staggering two short ledges vertically gives you separate zones, hair products above and soap below, and reads more deliberately on a narrow wall than a single long rail would.
It uses the same screw fixing method, just fewer points given the shorter run. As with the rest of the range it wants a solid substrate; a hollow board will not hold a wet-room shelf reliably over time.
