Does the green ground band sit above the tub rim?

It fills roughly the lower third, so on a rail at conventional height it lands right around the rim and the animals stand clear above it. On a low rail some of the green disappears.

Is the 79-inch cut taller or wider?

Wider. It is 79 inches across by 71 tall, intended for a wide walk-in opening rather than for a high rail, which is the reverse of most extended sizes.

Will the bright colours fade with frequent washing?

Not at warm temperatures, and this is a panel that will be washed often. What fades solid fills is heat, so keeping it out of the dryer matters more than wash frequency does.
