Does this only work in December?

Not really. Snow and pale blue read as winter rather than as a holiday, so the panel carries through the whole cold season. Only the lit tree is explicitly festive, and it is a small part of the image.

Are the lights on the tree printed or is there anything reflective?

They are printed. The warm glow is part of the photograph, with no metallic ink or reflective thread anywhere on the panel.

How should I store it for the rest of the year?

Wash it, dry it fully, then roll rather than fold it so the creases do not set into the white areas. Keep it out of a sealed plastic bag until it is completely dry.
