Hang this deep blue sea shower curtain in a room you want to feel theatrical, because the image is closer to a film still than to a seascape: a small wooden rowing boat sits on absolutely flat black water, a single figure standing in it holding a tattered flag on a pole, while forked lightning in magenta and violet splits the sky behind and lights the storm clouds from within. The water reflects the whole scene almost perfectly, doubling the boat and the lightning, and the horizon is impossible to locate. Colors run from near-black at the edges through petrol blue to hot magenta at the strikes. There is no warm light anywhere in the frame and nothing to break the mood.

Yes, the strikes print in a hot magenta rather than white, which is what makes the image read as composited rather than documentary. Nothing about it pretends to be a photograph of real weather. In a room lit warmly the pink intensifies.
From the doorway it reads as a very dark blue with two bright vertical marks in it. Detail in the boat and the clouds only appears when you are within a few feet. That gradual reveal is part of why it works.
A dark panel in a dark room will, so the answer is to keep every other surface pale. Against white tile and a white floor it behaves like a framed picture rather than a wall. The lightning also gives the eye a bright point to settle on.
