They replace it. Each figure is a solid shape of one color with no grey underneath, which is why the contrast is so abrupt and why the panel looks graphic rather than tinted. The background remains pure black, white and grey throughout.
The print is applied to one face and the polyester is dense, so from outside the shower you see a soft ghost of the city and almost none of the color. Most people hang it print-side out to the room.
