Anything with an openwork edge asks a question about laundering, and this frill shower curtain answers it simply: the body is a plain woven polyester that machine washes at 86 degrees, and the decorative border is worked in the same fibre rather than in a cotton lace that would shrink at a different rate. The panel itself is entirely undecorated white; all the interest is concentrated in the scalloped openwork running along the bottom edge and up the leading side. The scallops are shallow and regular rather than deep and ruffled, so the edge reads as a finish on the panel instead of as a separate trim added to it.

It is an openwork polyester border worked into the panel, not a cotton lace trim sewn on. That is a practical decision: a cotton lace would shrink and pucker against a polyester body after a few washes.
At the very bottom edge, yes, a little, which is why the border sits below the tub rim rather than across it. Hang the hem inside the bath and this is not an issue in practice.
On its own in a large bathroom it can. The scalloped edge is what stops it, and it does more work than expected because the eye follows the line of it. In a small room the effect is enough on its own.
