Is the gold actual glitter?

No. It is printed with a granular texture that reads as glitter from a few feet away, but nothing sheds and there is no applied foil. That matters in a shower, where real glitter would come off in the water.

Do the discs form a pattern?

They are scattered at irregular sizes and spacing rather than set on a grid, so there is no obvious repeat. Gathered on the rod the arrangement changes entirely, which is part of the appeal.

Will a black panel dominate a small bathroom?

It will be the first thing anyone sees, yes. The pale discs stop it from reading as a solid dark block, but if the room is small and unlit, this is a deliberate statement rather than a background.
